AgImpacts provides economic analysis services to public authorities, organisations and companies. Services include trade and market analysis, value chain analysis, cost benefit analysis, impact evaluation & assessment, agricultural data analysis.

Financing the transition

Can public and/or private financial support enable more sustainability in agricultural practices? This is a topic I am exploring through assessing the potential for public financial instruments (subsidised loans or guarantees), or analysing which agro-environmental farm practices are already supported by the CAP. It is not always about the finance side though. But sometimes it is, and, in those cases, well designed public support can be useful.

Risks mapping & management

Agriculture is one of those sectors where risk and risk management are central issues. From pests and diseases, weather shocks, changing climate patterns, complex value chains and just-on-time models, to global markets and geopolitics. Have your pick! Sustainable resources management and beneficial agro-environmental practices (healthy soils for droughts/floods resistance, IPM,…) are important risk mitigation strategies.

  • This report (link) outlines an analysis on crisis and crisis management in agriculture. We discuss the nature of recent crisis and the public policy measures and instruments used to cope with a crisis.

Trade & market analysis

From enabling markets that recognise a price premium for sustainably produced goods, to building up supply chains that can off take those goods, trade and markets are important agricultural policy areas.

Design and evaluation of policy options (incl. cost/benefit)

I am glad to be part of the EU Evaluation Help Desk for the CAP, as an evaluation advisor. Evaluation is an integral part of the EU process for tacking stock of what works and what should be improved in designing better policies. I have also carried a lot of cost benefit analysis and impact evaluations throughout the years.

  • Research work (link) creating a common understanding of result-based interventions (RBI), including their design, monitoring and evaluation, to facilitate their use and set the basis for assessing the effectiveness of their implementation and their contribution to the objectives of CAP Strategic Plans.

Modelling the impact of policies and investments

Tools to model the impact of policies and investments is critical for organisations and institutions to navigate the complexities of sustainability in agriculture. These tools enable evidence-based decision-making, helping to assess trade-offs, optimize resource allocation, and ensure alignment with long-term environmental, social, and economic goals. These tools are the corner stones of policy impact assessment and evaluation.

  • The objective of this evaluation (link) was to provide learnings to FMO regarding the use of the JIM in its portfolio of agri investments.

Guillaume Pierre

Guillaume is a seasoned agricultural economist, with 12 years of consulting experience. He carries out economic analyses and advisory projects for public sector institutions. He focuses on agricultural economics, as well as investment issues (incl. sustainable finance), trade policy, and policy monitoring and evaluation. He has a track record of complex research projects for international institutions. These studies included significant data management/processing components, the use of models, as well as stakeholder consultation (interviews, workshops and surveys). Guillaume has an in-depth knowledge of the new CAP and the PMEF. With a strong quantitative background, he implements and coordinates data processing pipelines, statistical analysis, and econometrics.

Guillaume has a PhD in Economics and Finance from La Sapienza University, with a focus on agricultural markets, complemented by a post-doctoral year at the University of Sassari's Agricultural Economics department.
